I regret this the more because the

Chief Justice has in recent correspondence (in reference

to the proposed Appeal Court) laid especial emphasis on the

necessity of upholding the prestige and dignity of the

Chief Justice vis-à-vis the Chinese and emphasized its

importance.

The suggestions (marked in black

ink) made by the Chief Justice for the amandment of the

law relating to actions brought by the Government and to

the Government Gazette being evidence of its contents

are under the consideration of the Attorney-General.

4.

An attempt will be made to arrive

at a satisfactory settlement of the disputes between the

rival claimants to the land, which forms the subject

matter of the action, without further litigation.
